First Source Hearing: November 19, 2020

On Thursday, November 19 at 10:30am (note: this time has been changed from the previous start time of 10:00am) Councilmember Elissa Silverman (I-At-Large), Chairperson of the Committee on Labor and Workforce Development will host a public hearing before the Committee on B23-0436 First Source Community Accountability Amendment Act of 2019 and B23-0570 First Source Resident Employment Amendment Act of 2019.  

Bill 23-436 would make updates and reforms to the First Source law, to provide the public with more information on projects and outcomes. Bill 23-570 would make improvements to the First Source law to increase the number of qualified District residents working on First Source projects, particularly for higher-skill jobs; improve the Department of Employment Services’ assistance to First Source contractors; and remove bureaucratic reporting requirements for contractors.

The hearing will be available for live viewing on DC Cable Channel 13 and online at www.dccouncil.us.

Those who wish to testify live must sign up using this form no later than 5:00pm on Tuesday, November 17, 2020. Additional details below. 


How to Testify

Sign up to testify live by completing the following form no later than 5:00pm on Tuesday, November 17, 2020. Witnesses must provide their name, email address, telephone number, organizational affiliation (if any), and job title (if any), as well whether they require language interpretation or sign language interpretation.

On Wednesday, November 18, the Committee will email witnesses to provide them with details about how to participate in the hearing via the Zoom platform. Only witnesses who have signed up by the deadline will be permitted to participate. Those wishing to testify are encouraged to submit an electronic copy of written testimony by 12:00pm on Wednesday, November 18, 2020. Witnesses representing organizations will have five minutes to present their testimony. Other individuals will have three minutes to present their testimony; less time may be allowed if there are a large number of witnesses.

Language Interpretation and Sign Language:

Witnesses who require language interpretation or sign language interpretation may use the form linked above or email the Labor Committee at [email protected]. Witnesses who require interpretation support should submit their requests as soon as possible, but no later than 5:00pm on Wednesday, November 11, 2020. The Council's Office of the Secretary will fulfill timely requests for language interpretation services. Requests received after November 11, 2020 may not be fulfilled due to vendor availability.

Written and Oral Testimony:

If you are unable or do not wish to testify live, written and oral statements can also be submitted and will be made a part of the official record. Written statements should be submitted by email to [email protected] and voicemail by calling (202) 455-0153. Those sending testimony via voicemail should state and spelling the witness's name, any organizational affiliation, and speak slowly to provide a statement for the record. Written and oral testimony will be accepted until the record closes at 5:00pm on Thursday, December 3, 2020.
